The closest seaside of Rome is the disctrict of Ostia, still part of the City of Rome and easily connected with a train. The sea front has many restaurants and services, the beach is sandy, but, as it's really close to the mouth of Tiber, the sea water it's not clean at all. To find clean waters, you can go both northward or southward along the coast.
